The Geographic Priority Areas (GPA) were derived out of the Spatial Structuring Elements (SSE) of the MSDF. The allocation of the various SSE's into the three Geographic Priority Areas was based on the considerations pertaining to connectivity, access to social and economic opportunities, scope of project, locality, available funding and the implementation timeframe of the project. &lt;/SPAN&gt;&lt;SPAN&gt;The main objective is to achieve the spatial strategy outlined within the MSDF and to align with the development trajectory defined within the GDS in terms of promoting the Metro as a ‘Delivering City’ (GPA 1) with a 10 year implementation horizon, a ‘Capable City’ (GPA 2) within 20 years, and a ‘Sustainable City’ (GPA 3) within a 20 year and beyond implementation horizon. &lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN /&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<suppInfo>The CIF GPA's were first captured in 2012 by COE Geoinformatics in GIS format. The initial capturing yielded 5 priority areas that was derived out of the Spatial Structuring Elements (SSEs) obtained from the approved 2011 MSDF. Additional inputs included the Human Settlements current and proposed housing projects, flagship projects such as the beautifications of lakes and dams, township regeneration areas and strategic urban developments. The prioritizations of the SSE's into spatial targeting areas was based upon population densities, accessibility to socio-economic oppertunities and timeframe implementation of strategic and catalytic developments. The CIF Priority Areas in 2013 were simplified from 5 to 3 GPA's still based on the SSE's but now aligned to the implementation timeframe of the GDS. The change to 3 priority areas was also premised on the need to shift up strategic projects that are in a project scope for implementation and will require budget in the Medium Term Revenue and Expenditure Framework (MTREF). </suppInfo>
